W-ZHA supports public, non-profit and private-sector entities in analyzing and structuring public-private financing arrangements. W-ZHA has experience with tax increment financing, tax abatement, New Markets Tax Credits, Historic and Low Income Tax Credits and Opportunity Zones.

In some cases, W-ZHA performs market and financial due diligence on behalf of our clients. In other cases. W-ZHA supports and/or participates in joint development negotiations on behalf of our clients.

Rockville, MD Town Square (Rockville, MD)
Represented the City in its negotiations with Federal Realty Investment Trust. Rockville Town Square includes 186,000 square feet of retail and restaurants, 620 residential units and a county library.

Tax Abatement Due Diligence (Albany, NY)
Supported the City of Albany Industrial Development Agency in reviewing tax abatement applications.

Landmark Mall Redevelopment (Alexandria, VA)
Provided due diligence supporting the City in its public-private financing negotiations with Howard Hughes Corporation regarding the redevelopment of a grey mall.

White Flint Sector Plan Zoning and Financing (Montgomery County, MD)
Supported a group of private property owners and developers (The White Flint Partnership) by developing an economic model whereby different land use scenarios could be tested for redevelopment feasibility and community benefit contribution potential.

Sparrow’s Point Redevelopment (Baltimore, MD)
Supported the County in developing an equitable public-private financing strategy for the redevelopment of this former steel plant site.
